About DirectX Runtime Pre-requisite

Hi,
1)If i mention that DirectX runtime should be installed for my application from "Project Definition->Media" option.I wanna know,Will my Setup continue properly after a restart as DirectX Runtime Installation forcefully restarts machine.
2)I've tried avoiding this forceful restart by mentioning DirectX's installation as Custom Action in Project Details->Custom Actions->Commit section.But,It's doing some strange things like Invoking the DirectX's setup even when i'm uninstalling my application.
