msimsp.exe failed to create the patch file

Hello.

I am trying to create a patch using the latest version of AI.
The error is the one specified in the subject and the details are as follows:

I have to mention that I've installed the Windows 10 SDK but the msimsp.exe was not added.
I have found the file online and I've downloaded it and used it, but now I get the above error.
I don't know what really happen but I used to make patches without any issues in the past.

Any help is heavily appreciated since now my only option is to create major upgrades for each patch and that is not what I want.

The problem was because of the OS.
Working on another machine.
