not over writing registry keys

During the install I would like to only modify the data of registry values if they have not already been set.

I have used the "create (if absent) at install" for the registry keys but there are no such options for the values.

Is there any way of doign this without having to make an "upgrade" package which does not contain the keys?

I am afraid that is not possible just yet. I'll fill a bug and we'll try to get it implemented asap.
