Strange behavior on Chinese Windows

When I've built an MSI-package, everything seems to be alright as long as I install on English systems. Today I installed on a Chinese system and right after the installation the menu bar of the (Internet) Explorer was in English (before it was all in Chinese), without reboot or any warnings. Has anyone seen this before? What's the reason and solution?

Here is a list of all the files I install (viewed with Orca in the File table):
- mscomctl.ocx
- pagemargins.ocx
- vbodbc32.dll
- msflxgrd.ocx
- actbar2.ocx
- comdlg32.ocx
- designer.exe
- ... and some other txt files.

I haven't seen this until now, but maybe it is because you've replaced some of the IE's DLLs (in chinese) with your own (which may be in chinese)? They look pretty much system files to me...
