Dear Catalin,
This issue is getting more annoying for us and now I performed some more tests and figured out some interesting things: I can reproduce the issue now, only if:
1. Go to Control Panel
2. Right click on our product -> Modify
3. The feature which contains so to say ODBC freature-based ...

We can test that. We can set the default installation behavior to "Installed", but on purpose we do not want to install that feature. Only if a user explicitly selecting that, then he should have it on his PC.
So for a test we could do that, but otherwise we cannot.
